The Challenge
Environmental rules can establish obligations. They do not automatically create implementation. Effective battery-waste management requires clear institutional responsibilities, sequencing, performance indicators and mechanisms through which government can monitor whether the regulatory system is functioning.

The assignment equipped Punjab with a structured pathway for implementing and monitoring battery-waste regulation. Clear institutional responsibilities, phased actions, performance indicators and monitoring mechanisms provide government agencies with the tools to coordinate implementation, measure progress and strengthen environmental compliance. The framework supports safer battery collection, handling and treatment while establishing a scalable system that can evolve with the growing use of batteries across transport, energy and other sectors.
