Integrated cross-sector policy, financial, environmental, and regulatory framework for large-scale vehicle retirement and scrapping in Punjab.

The Challenge

A vehicle-buyback program can create environmental and transport benefits only when the entire retirement chain works. Government therefore needed to consider not just which vehicles should leave the road, but how retirement would be financed, regulated, verified and environmentally managed.

Our Response

The work approached ELV and VBB as a cross-sector program rather than an isolated incentive scheme. The framework brought together:
