Systemic capacity assessments and actionable restructuring roadmaps for 9 strategic federal ministries in South Sudan.
The Challenge
Government institutions operate through interconnected mandates, people, systems and processes. Weakness in any of these dimensions can constrain public-service performance. The challenge was therefore to understand institutional capability systematically and identify reforms that could be implemented within the government context.

The engagement combined institutional diagnosis with capacity-development planning. The work included:

The Difference
The assignment provided nine federal ministries with a clear, action-oriented basis for institutional reform. Assessment findings were translated into structured capacity-building plans, practical reform measures and defined implementation actions tailored to each ministry’s operating context. This created a stronger foundation for improving institutional performance, clarifying priorities, strengthening internal systems and guiding future capacity-development efforts. By linking diagnosis directly with implementation, the engagement enabled ministries to move from assessment to coordinated reform and more effective public-service delivery.
